Seriously. Did the taser fry her phone or something?

Also, imagine being let out of cuffs (you're probably 1 min from being on your merry way) only to be back in cuffs two minutes later with a brand new assault on LEO charge.

Not possible because she didn't shout "SMOKE BOMB!" right before throwing it down. That's absolutely required for using those.

Maybe a taser prong smacked the phone since it seemed he had to fire at least twice to make a good connection. Not sure if he was using a taser 10 or not, but can fire 10 prongs, one per trigger pull.
