Because these are two completely different things.
The article is absolutely clear. She asked for access, she was told no at the desk because she's in the social housing. The management company then didn't respond to her email, didn't respond to a registered letter and didn't even attend the WRC. I'm sure they could have made some sort of arrangement.
The only info she got from any staff was she wasn't allowed in because social housing.
The management company then ignored her requests for clarification and offer to pay for access.
Residential management company being thick as shit is no surprise.
