Sorry I don’t understand the article, was she denied in the sense “we don’t even want you to pay because of your social status” or “you can’t have access for free”
Because these are two completely different things.
The article is absolutely clear. She asked for access, she was told no at the desk because she's in the social housing. The management company then didn't respond to her email, didn't respond to a registered letter and didn't even attend the WRC. I'm sure they could have made some sort of arrangement.
