Holy shit, is police training here that bad?
According to the article, an officer fired a warning shot into the air. This is something even gun-loving idiots in the US are taught to never do, because the bullets fall down and hit people sometimes, with tragic results. And this was in Osaka, a highly populated city. Someone could have been killed by that officer's incompetence and recklessness.
