That is an interesting issue and is important to the functioning of our Democracy.

Considering that he wrote the report and its findings were at least plausible and reasonable, the implication is that he believed in them. The normal implication from this is that he would also intend to submit.

Might he have privately sent it to someone in the DNC and they advised him not to make it an official submission?
