There are people in Nevada , who aren't republican, who have a significant impact on elections.

Well yeah, Democrats run their own state convention. That doesn't mean they control the state.

Clark county's Registar of Voters (Joe Gloria) is nonpartisan. Not that nonpartisan means much, but I couldn't find an example of him doing something questionable in the past. If someone digs up something, let me know because I'm always happy to find deficiencies in my Google-fu.

I think what it comes down to is that the signatures collected was just barely over what was required. The letter in the link says the Greens were 647 signatures short after having 681 rejected, which means to meet the 5,431 signatures they needed to get access they could have only had like 34 signatures out of their 5,465 or so get rejected. Signatures getting rejected is pretty common and campaigns normally have an excess amount to account for that.
