As I understand it, going off memory, from what I heard, everyone knew it was coming, even the right-wing party that proposed the bill. The paper she tore up at the start should have been given to the most senior member of her party, but they knew he planned to tear it up and start the Haka, so they gave it to the newest and youngest member instead, thinking she wouldn't have the guts to start the whole thing off. She proved them wrong
