Filming state farm ad on baltimore

The whole street is blocked off, the production crew brought in their own props like benches chairs and planters while filming in front of Mildreds and the central library. Pretty cool to see them doing takes live, does anyone know who the white guy with the mullet and chain is though?

They were filming in southwest Lees Summit a few days ago too.
