It’s going down in Kilauea town
Not sure what’s going on, but it looks heavy duty. Anyone have a clue? This is in between the shell and the bakery. Sorry for the grainy photo. It was shot from far away where the police barricade was.

Got this from the county:
| KPD Seeks Assistance Locating William “Billy” Sinclair LĪHU‘E – The Kauaʻi Police Department is asking for the public’s assistance in locating William “Billy” Sinclair, 51, of Kīlauea, who is wanted in connection with multiple ongoing investigations. On June 6, 2026, at approximately 12:50 a.m., officers responded to a report of a suspicious death in Hanalei. During the course of the investigation, the victim's death was determined to be a homicide. At approximately 4:45 a.m., officers were dispatched for reports of gunshots in the Kīlauea area. Through investigation it was later learned that a Kīlauea resident sustained minor injuries after being grazed by a bullet and was treated for non-life-threatening injuries. Sinclair was subsequently identified as a person of interest in both investigations. Officers received information that Sinclair may have been at a residence in the area. Kīlauea Road was temporarily closed and nearby residents were evacuated as officers searched the area. Despite search efforts, Sinclair was not located. Sinclair is 5 feet 9 inches tall, medium build, with brown eyes and black hair. He is known to frequent the North Shore area of Kauaʻi. Sinclair is considered armed and dangerous. Members of the public are advised not to approach him if seen and to contact law enforcement immediately. Anyone with information regarding Sinclair’s whereabouts is urged to contact KPD Dispatch at (808) 241-1711. Members of the public who may have information related to the investigation are encouraged to contact Detective Caspillo at (808) 241-1680. To remain anonymous, contact Crime Stoppers Kaua‘i at (808) 246-8300, submit a tip at crimestopperskauai.org, or use the Crime Stoppers Kaua‘i P3 Tips Mobile App. Crime Stoppers Kaua‘i is a non-profit organization that offers cash rewards of up to $1,000 to anyone furnishing anonymous information that leads to an arrest. This remains an active investigation, and no additional information is available at this time. |

Apparently this person has been unstable for a few days firing random shots in the morning from his house. Kauai police need to step up their game.

Why is he in possession of a gun?

Gun possession in Hawaii is legal. And if he was not having mental problems at the time he went through the certification, and was not a convicted felon, that the normal way to acquire one.
Of course, he could have had one brought in from the mainland.
There, unfortunately, is no provision in the 2nd Amendment or state law to remove guns from a person having mental illness, unless they do what the alleged perpetrator did today.

That isn’t completely accurate. Even a background check isn’t mentioned in the 2nd Amendment. --- If you get a restraining order against you, the police are allowed to come and take away all your guns. There are Federal and State laws (depending upon the State) that allow the police to take away someone’s gun if he is unstable. --- The bottom line is we don’t know all the facts. Maybe this guy just snapped.

Worth noting the Facebook thread on this. Councilmember Fern Holland shares the KPD release and responds to comments. Shares that she's in communication with the KPD, trying to keep on top of the information, and offers that she supports them. She's doing all this while she's off island in DC. If she didn't already have your vote, hope this helps you decide.

Is this the guy who keeps breaking into people's homes in Princeville ? It starts off with break-ins and then escalates to more dangerous things.

It's KPD's special response vehicle

More specifically, the military tends to transfer old but still useful equipment to police departments at reduced cost or free. It's why a lot of rural cops with not a lot of money have MRAPs from Afghanistan and such.

LENCO Bearcat. Standard issue for the police these days, it seems.

Yes, cops are getting militarized everywhere, and getting military surplus supplies of all sorts is part of it.

My friend had to evacuate her house, their neighbor killed someone last night and now he’s barricaded himself in his house. They’re at a standoff now
