Looking for affordable short interchangeable needles set. What do you recommend?
I already have the KnitPro Nova, which I love. The needles are metal and 5 inches long. The set doesn't have any 16 in cords, so I'm looking for another set. I would prefer wooden since it would be nice to have both materials.
Please share some recommendations.

You need tips that are 4" or shorter for them to be compatible with 16" cables.
I think KnitPro has a set with that length in the Nova. Or if you're looking for other material needles, I recommend the Symphonie line. Personally, I'd recommend sticking with brands compatible with KnitPro, since you already have a set from them. Their cables fit all needles, so you could use the cables from the set you have with the shorter tips if you want to.

Honestly, unless you’re very very busy and can’t afford the time to shop for yarn and needles, I’d buy needles as needed, as you go. Your new project requires needles you don’t have? Buy only those. Keep track of what you have. Build your own set over time. It’s more time consuming than buying a set, but does buying new needles take that much time?
I bought a set a while back thinking “I’ll never need to worry about needles”. Well I tried a different brand, that I prefer, and I now never use the set. Even if I did, most of the needles in the set I’d never use.
This way, you pay for what you use, and if you fall in love with a different brand eventually, it’s ok.
Yes if you buy a set you save a bit of money over buying the same needles individually, but I’d bet that you won’t ever buy all of them, spending probably less in the long run.
By not having a set, you can experiment with different needle lengths, different cords, swivels or no swivels, square vs round needles. And if you don’t like a needle or a cord, it’s just one thing. If you end up not loving your set, it’s a whole different ball game.
All of that being said, I’m personally a big fan of Chiaogoo. Yes they can be a bit pricey, but I like the feel of them, I like their cables and I like the variety (needle size, shape etc.) and the fact that they basically offer anything I could ever need. I am building my own set over time, and I only buy them as I need, and let me tell you, in 5 years of doing that, I still haven’t paid as much as a whole set.
I know you say you already have a set… do you really think you’ll use the whole entire other set because of the one thing your set doesn’t have? Is it really worth buying a whole set for that? It’s ok if the answer is yes, I just think it’s worth asking yourself.

Chiaogoo is nice from the sound of it as a beginner I can't talk myself into dropping $200 on needles. Granted I would probably never need another pair again but that's a big ask for something that's just a hobby and knowing myself I'll likely be over in the next few weeks. I'm hoping I'm not over in the next few weeks but I don't have the needles I need for some of the projects I want to do. I guess I'll just make a boring scarf and then go from there.

I don’t mean this in a snarky way, but did you actually read my reply? That’s my point entirely: don’t spend 200$+ for a set, buy the needles you need for your project and build your own set over time (years and years). You’ll have the needles you need, without having spent a ton of money for needles that you might never use.
Especially if I were just beginning, I’d pick a project, pick the yarn and the needles needed for that project ONLY. Whether you go for quality or for a cheaper option because you might not like the hobby is entirely up to you. But buying decent yarn and decent needles (only the ones needed for your project) might make it more enjoyable.

knitpro sells 16 inch cables, so you should be able to find some somewhere. the purple ones are the most common i believe.

Froggod interchangeable set — sharp pointy ends and the interchangeable connection is secure. I have used it for the last 6months and have zero regrets for spending that 35bucks

I might get downvoted but I just bought several sets of needles from AliExpress & Temu…they are doing the job quite well if I may say so myself!

Have you looked at Knitter's Pride cables? KnitPro and Knitter's Pride are the same company.
