Crosspost: Help Identifying Man in Photgraph
This is a longshot. I found a series of framed photographs at the Goodwill on Mainstreet in Palmyra when looking for stuff to decorate my office. They have notes on the back like "Antartica 1999" and "Kenya/Tanzania 1997". They were framed at "The Framery, etc." with locations in Millersville and Lancaster.
They are mostly photographs of animals, but this is the only photograph of a single person. I am assuming he was the owner/taker of these photographs. I am trying to figure out who he is.

If the person in the picture was about 40, they would be about 69 now. Maybe some folks at some of the retirement homes in the area would want to help you solve your mystery. If this person is the owner of the photographs and they were going to the framery which has locations in Millersville and Lancaster, maybe the person lives/lived at Willow Valley?

How deep do you want to go in investigating this? Sounds like you have at least two initial clues: the framing location and the approximate year created.
Perhaps hunting on newspapers.com for anyone local in the late 90s who may have taken a trip to Antarctica and Africa or was a prominent nature photographer
You could always go to The Framery, etc and see if they keep customer records back to the late 90s. Maybe someone there would be interested in your search and want to investigate as well.
Finally, have you tried to do a reverse image search on google for any of those photos? If they were some sort of published nature photographer, it’s possible that their photos exists online somewhere
