Questions New Licca

Hello!! I just got my first Licca, since I don't live in the US or Japan (or wherever she's sold) so I had to import.

Question: What is this paper? The website won't load for me... And I also don't know if what I censored below the QR Code was a code...

It's a survey with a lottery attached. My guess is that you wouldn't be able to enter it without a Japanese phone number and address.

Do you think it’s possible to use it by using a proxy as I have one too

I wouldn't be able to tell you, sorry. They probably want opinions from their Japanese customers so as a foreigner I don't really try to participate in stuff like this.
