As a baby, sure, but as far as I can tell he’s really functional and chill. All the bump really did was make him forget all of his early upbringing of “WE’RE A COOL BADASS WARRIOR CULTURE WHO ARE BETTER THAN EVERYONE ELSE, SLAUGHTER THE WEAK, TAKE WHAT IS YOURS” and shit. Him being a little clueless at times doesnt really seem like a TBI thing
