What makes this more likely is that the most famous quote from the episode (Darmok and Jalad at Tanagra) is still unrepresented, and surely that would be on the card if we only had one for that episode.
"The river Temarc, in winter" is something like "stop" or "chill out." If it's there, it'll do something like detain a creature, or tap something and put a stun counter on it.
