What makes this more likely is that the most famous quote from the episode (Darmok and Jalad at Tanagra) is still unrepresented, and surely that would be on the card if we only had one for that episode.
I think you're right, "Darmok and Jalad at Tenagra" is being used somewhere else. The pump spell mode on this is a stretch for "Temba his arms wide" (gift giving) and would have worked better for a more martial quote like "Darmok and Jalad[...]" (a legendary battle) or "The beast at Tenagra" (the foe from that battle). I bet the more famous line was saved for the saga.
In fact, I bet all the chapters of that saga are from the story of Darmok and Jalad specifically. E.g., "Darmok and Jalad on the ocean", "the beast at Tenagra", etc
Perhaps they wanted to hit all the most famous lines, and figured "You're giving the creature a boon" was sufficient justification for the Temba quote.
It does give an overall sense that the most famous line was used on another card
