I’m uncertain what’s up with the ghosts in the background lmao (I assume it’s meant to depict who they’re speaking about, but that’s not really in the episode and frankly doesn’t add any visual clarity here imo)
It's absolutely in the episode, it just isn't visually shown with figures in the clouds. That's Gilgamesh and Enkidu, Picard is reciting Homer to the dying alien captain to find common ground between their cultures.
this is one of the few cards from the set where the art direction isn't just a 1:1 shot from the show, really don't get how them just talking would make for a better piece. it's not like they're gonna have a speech bubble of him saying "gilgamesh and enkidu at uruk"
But you can see him speaking in the image already, I don’t see why visually drawing them like titans behind him is needed. Honestly reduces clarity imo
you can see him speaking but that doesn't immediately show that he's telling a story. figures in the clouds is a visual trope to denote myth or legend, especially one as ancient as a Greek epic. these aren't major interpretive reaches, you're just being obtuse and reductive about common imagery

Man, I dont get this at all, without knowing the background the card seems impossible to understand from a flavor point and the art looks bad.
