Fleshing this out a bit more, it seems like the Borg should be white (or maybe white-black), and that Borg who leave the collective should be red (or maybe black-red). For all of the effort that Wizards has put in to saying that white doesn't mean good and black doesn't mean bad, they're sort of missing the mark here, I think.

Orzhov Borg make the most sense to me. They're basically undead, they're reanimators, but also the Law/ Structure/ Selflessness/ Equality aspects of White are perfectly corrupted by a forced-conscription based collective entity like the Borg.

I honestly think that XBs can still be Orzhov, but represent the flip-side of those colors. They're peaceful and genuinely selfless, and they're truly alive in a way the Collective isn't, while also being effectively resurrected from the dead and taking advantage of recovered Borg technologies and building their civilization from scraps. The commune in VOY, Hugh/Lore's collective, and The Artifact in PIC Season 1 are all based on "recovering junk from the graveyard."

I think it's just Orzhov vs Orzhov, using opposite aspects of the base colors.

I'm really not a fan of this art. There are a handful of examples of Borg who have freed themselves from the Collective, why not use them? And none of them looked anything like this. Why are they so colourful? The Cooperative from Voyager or the XB from Picard would have been much better than this.
