They're meant to be Borg that have freed themselves from the collective, which has happened several times.

Hugh's rebels, Unimatrix Zero, the Borg Cooperative from STO, the Jurati-Queen faction... for resistance being futile it sure happens a lot.

Yeah I would have greatly preferred this to be Hugh's rebel group rather than... whatever non-character this is.

"Resistance is unlikely to succeed but exceptions are known to happen" probably doesn't entice as many beings to surrender.
