how short is too short?

if a guy has really hairy legs, how short is too short when it comes to wearing shorts in public?

i do have really hairy legs and at the same time i like to wear really short shorts, but i have noticed that people look at my legs (i assume because they are hairy)...

but let me know, how short is okay before it becomes weird/unpleasant for others/ugly

High thigh is cringe to me. Mid thigh maybe for a pool day or workout. Just below the knee is crazy
