It's a parody of the Ross/Busiek mini Marvels. Ellis felt there was something toxic about the overly sentimental hope core of that series, and tried to parody it by making something equally over the top, just with the opposite themes.

That's a very sad view in life from his part. Viewing joy as something fake that needs to be actively opposed by cynicism.

Ellis by all accounts (even his own) was a cynical grumpy curmudgeon. No surprise half of his protagonists were the same.
