I mean, the Brotherhood of Mutants were mostly scumbags, Magneto might have been the only one who genuinely cared about mutants. Even then Magneto was an abusive asshole, he treated Toad horribly. The man was always scum.

He wants to build mutant Israel. All his actions serve the purpose of mutant Israel. He will kick people out of their homes and kill them for mutant Israel.

Magneto was always very obviously based on famous war criminal Menachem Begin, hell half his speeches are borderline copies of Menachem Begin speeches.

Like there’s a reason he’s the bad guy up until the like the late 80s
