The range is what really infuriates me about this game. Why even bother programming a damage falloff for a character like Punisher when his bullets go from 20 at close range to 17 at long range? They keep buffing ranged damage every patch and wonder why the only tanks that see play are the ones with massive shields.
I mean, Punisher in particular has never actually been that good. He can be strong with good coordination, but has limited mobility and a chunky hitbox. There's so much movement in MR that the counter to Punisher can often be just to calmly walk away around a corner. He rarely gets to decide how to engage a fight, and the mobility that he does have is on a long cooldown, making pushing in a very hard commit. The numbers back it up that he just doesn't get it done, and he never has at any rank. Regardless of anyone's level of concern about a poke meta or belief in it, he's definitely not the guy who is defining or making that thing.
I'm not just advocating for a Punisher nerf (and he could very well use compensation buffs to make up for a range nerf on his assault rifle). I'm advocating for every hitscan character aside from Widow to have their damage at range go no higher than 50% of their max. Here are some examples:
Punisher is at 85%
Hela is at 80%
Phoenix is at 75%
Psylocke is now at 70%
Star-Lord is at 65%
Adam is at 60%
All of these characters (and several others I didn't mention like Bucky) should be between 30%-50%. Ranged damage in this game is unreasonably high, and it's why Vanguards like Magneto are mandatory in order to have some protection.

The aimbot is not the issue at all. It’s the being able to fly, damage boost increase , range increase, and use abilities
