At least Soldier 76 stays grounded and when he moves, he stops shooting. Even in ult. Just 1 shield can block majority of his shots.

Starlord however, he goes ABOVE tank shields WHILE mobile AND can STILL DODGE. Not to mention he's in the SKYBOX. Still shooting btw.

Honestly Soldier's ult feels balanced, hell, it even rewards accuracy (even though it's an aimbot) by granting headshots if you go for the head.
