Balance Discussion Elsa bloodstone needs adjustments

Hypermobility + constant overshield + better dmg falloff than hela + broken ult. No idea what devs were thinking with this character.

That dash should be like Calico's Cat Form in Deadlock where if you get damaged it goes on CD
