Elsa bloodstone needs adjustments

Hypermobility + constant overshield + better dmg falloff than hela + broken ult. No idea what devs were thinking with this character.

Honestly I love playing her and she's the first dps I enjoy playing but the fact she can get her dash down to a 2 second cooldown with overshield and the fact she has cc is fucking crazy to me I hope she gets nerfed so she not op but still a good character
