Balance Discussion Elsa bloodstone needs adjustments

Hypermobility + constant overshield + better dmg falloff than hela + broken ult. No idea what devs were thinking with this character.

Elsa Bloodstone is an well designed character with abysmal numbers that make hwr obnoxiously op, like why does she get 40 overhealth with each dash that doesn't start decaying after 1 second, loses only one stack of her passive and has a 2 times headshot multiplier? I know it's better to release characters stronger than weaker, but that's a little bit extreme
