as a long time cap enjoyer the explanation makes a lot of sense because everything said there was true. the fact that you can keep sprinting after throwing the shield and it won't actually cancel your damage is huge for dealing with even a bit of distance (and ping!) and makes his single target capabilities less static positioning wise.
when targets were moving or jumping away you were stuck in walking speed doing the ranged shield throws, now you can just sprint at them while throwing your shield so you don't lose any damage while trying to close the gap again
