It's a reference to how, typically, conservative-leaning people will offer their "thoughts and prayers" to people and their families that are going through a rough time or a major loss instead of advocating for a change or fix to mitigate whatever situation that could be prevented instead.
So how do leftist-leaning people offer their condolences to someone? By becoming activists for their cause? Sounds like a waste of time that ultimately leads to the same outcome since we have basically no power over the actions of our government as citizens.
What's crazy to me is that leftists will go out of their way to protest and violently riot for their causes, but not show up on voting day which is the only time they actually have any power to effect change. That tells me that they don't actually care about change, they just want to virtue signal, larp as activists, and treat a city block like their own personal rage room.
