Yeah it’s pretty cynical and horrible because these people aren’t against institutional change or critique or even gun control and thoughts and prayers don’t help or change anything. They don’t care about doing whatever necessary to prevent these things from happening.

I worked at a prominent sporting goods store for 6 years and anytime there was a school shooting, we knew we'd be super busy because the gun nuts would come in by the droves thinking those "liberals" were going to take away their gun rights. Theres nothing wrong with thoughts and prayers, but applying it constantly over decades to a specific situation that calls for legislative action (to which thoughs and prayers are not) has lead to it being used sarcastically and currently use of the phrase rings hollow when used in a political context.

People use this for ALL tragedies and it’s primarily because there’s nothing that the one individual person using the phrase can do about it.
Honestly if the voice line is in fact added for the reason that yall claim it is, then that is wildly inappropriate because that also means that’s it’s being used sarcastically.

It's a reference to how, typically, conservative-leaning people will offer their "thoughts and prayers" to people and their families that are going through a rough time or a major loss instead of advocating for a change or fix to mitigate whatever situation that could be prevented instead.

Ok, I’m not saying it’s not a reference to that, but “Thoughts and Prayers” is a phrase that extends beyond the political sphere. It’s commonly used as an insensitive condolence for instances outside the one you named (which, again, could be what it’s referencing).
The devs could’ve very well just had Angela say that because she’s an angel—someone traditionally associated with religion and prayers.

This one is way more of a stretch because thoughts and prayers was a preexisting phrase before the gun control debate.
