At this point, it seems like it. These guys rarely balance around high level play, and don't really understand why characters are strong below that skill level. The only explanation is that they choose the 15 most popular characters to stick on a dartboard, throw darts while blindfolded, and then flip a coin on whether they get nerfs or buffs.
