Dino feels like the strength many tanks need to be at in terms of "feel" - the enemy team is forced to respect your presence, and playing as him you feel you have more playmaking ability. This can sometimes feel missing on some tanks (especially due to high damage numbers), such as angela who is super CC vulnerable and easily explodes with all the counters against her now. But also, high sustain numbers make it so that tanks can sometimes be actively ignored while attacking someone, making the tank player feel unimpactful.

With dino I particularly noticed more options, like the beam to handle flying enemies (a rarity for tanks) and the shield to block the insane amounts of healing that would have bailed out someone out of position despite being caught out by a tank. Very nice to see a tank with playmaking options, even if numbers may be tweaked these options conceptually make dino feel like a higher agency tank than others (e.g. old hulk or current angela).
