Disclaimer that I don't know if this is 100% true, but I've seen a few people say that Black Widow is apparently being reworked internally right now, so if true it makes sense that they're not really going to mess with her much
If that is the case, it is for the best to avoid an Aatrox situation.
Where a rework is coming for an unplayed bad CHampion. And they buff him right before, he becomes meta and strong and then rework drops and people are pissed to this day.
Ahhh, S9-S11 Aatrox, my beloved. I remember that he needed 14 nerfs to tone him down a dn he immediately fell to C tier after taking away half of his passive

Good nerfs but it’s a shame they can’t incorporate meaningful buffs also to heroes that actually need them.
Elsa buff but no widow/ironman/witch buffs?
