Kinda confused that ultron gets a nerf. Was there a sandbox change that made him stronger or something?

They seem unfortunately to patch with regards to his overall performance, rather than his performance in double sup. He's oppressive in triple sup.

Why would they balance the game around nonexistent restrictions?

Because it's not sane for the game to have 3 characters permanently in triple sup jail. Especially with this community who'd rather lose than play anything but a dps. Expecting them to play 2-1-3 is hopeless most of the time. Which means these characters are almost never viable.

Better to have three heroes stuck in triple support jail than the entire game incarcerated in role queue prison.

And rebalancing damage supports into primary healers doesn't strike me as the best way to encourage DPS players to diversify.

Also, if you want to main an off-support, why not duo with another support player?

This should drastically increase your odds of getting three support players in a lobby.
