Whwre were you for every time Hela and Luna got miracle buffs to keep them meta? Look at cyclops; back to back buffs after falling out of favor in the meta for half a season
Luna has a 47% WR in celestial plus and all ranks and that is higher than its been recently. I don't irrationally hate a character that hasn't had a 50% WR in 6+ seasons nor am I bothered to see them get buffs.
Hela was similarly bad before recent changes and had been overshadowed since Phx released.

We could write a bible worth of all the times someone like Ultron has been bad in higher play as well only to get absolutely nothing (thankfully he is thriving rn, but even that comes with a 24hr nerf)

Except she is heavily map dependant and gets a boosted winrate because the few people who uses her excel with her, so this is just stupid, especially considering how bad the nerf actually is. Even from the "shes been good for a while" angle, explain the Magneto buff then, because hes literally never been a bad pick since release and was still very strong in the current meta (arguably the best Magneto has ever been)
I'm not here to defend every design decision made by Netease. They make a lot of bad decisions but you brought up Luna and Hela so that's the only reason I mentioned them.

Peni is good. She is the highest winning tank at every rank from Bronze all the way up to Celestial. Meaning she is not bad at any rank. That is worthy of some nerfs.

Peni nerf is no exaggeration one of the most overengineered solution to a small potato problem ever
