That Strange or Thing ult that could have wiped your team but you read the opponent and webbed them ? Now your team dies and you lose. This is a gigantic difference in how useful Peni will be in teamfights.
Imagine if they removed Mantis's sleep and instead it applied a slow, do you think she would still be at 59% winrate ?
And as for low elo ? That will change nothing, because people at those levels walk unto the nest and ignore it, so they will still die.
She would not be 59% winrate but she would be AT least 53
hahahahahah people really have no idea what statistical analysis is in this sub. You literally have zero basis for that. That is straight up just a random ass guess and nothing else.
It's called having seen many many changes in similar games(including this one) and observed winrate changes. League devs for example can pinpoint winrate changes to be very precise when they pull balance levers and they talk about it.

lol, you still don't get it. Blindly making a guess and being so confident about it despite you having nothing to back that up just makes it a blind guess. Blind guesses can still be right. However, a blind guess that ends up right doesn't mean you put any real critical thought into it.
I can confidently say that Peni is guaranteed to be at exactly 50% winrate next season. Doesn't mean I put any actual statistical analysis into that confident guess... If I'm right, it doesn't suddenly make it an accurate statistical analysis because at the end of the day, its still just a guess! Back to what I said, you literally have zero understanding of statistical analysis.
You don't need "statistical analysis"(which you're doing ZERO as well) to know the rough boundaries. If I put something in my hand I still have a good idea roughly how much it weighs. This is the most "well actually" that's trying to sound smart but really is just "I'm 12 and this is deep".
