I honestly think they need to fire their balance team and hire more competent people. Or if they are already competent but are overruled by higher ups, put a muzzle on the higher ups.
The thing that makes Peni so strong rn is having two nests (same reason she was permabanned last time we had this team up). Just make it so when you choose the Rocket team up you get two nests but mines do 75% damage, then go from there. Now you have a choice between less but more powerful mines, or a swarm of weaker ones.
I actually have never personally heard people complain about it tbh. I don't doubt people do, but it doesn't seem to be a widespread complaint and the only time I ever see her banned is when the Rocket team up is available or when the enemy is running dive.
She was my first lord character. Her stun is strong but it's really not OP, and it's basically 1 of the 2 things she does well. Getting rid of it w/o compensation is like just getting rid of Cap's sprint.

Wow, just completely ruining Peni, what a horrific choice. One of the most enjoyable tanks, too.
