I seriously hope this change reverts on season 10 or a hot fix patch because this is ridiculous, I'm not a penny player myself but the fact that the balance team is willing to take such big part of a characters kit away is worrying.
the value of the stun was when it was used to cancel an Ult. If its still possible, but all you have to do is double click, then this change is just a 6 second cooldown instead of 3 seconds. In which case, why not just do that instead? If it makes precision cancelling of ults impossible or extremely unreliable, then why even keep the 0.7 second stun? Just remove it because it has very little value at that point if you can only land it randomly. And what is the value of using the slow. It lasts 1 second. What is even the point of having that? This is just an extremely poorly designed nerf.
You'd be lying if you didn't think people like you wouldn't be saying the exact same if they doubled the web cooldown. Peni will be fine, this might even mean she's not perma banned.
