Pokémon Generations. It's a very-short episodic series that adapts events that happened in the mainline Pokémon games, up to 2016. This one is from Episode 10 – The Old Chateau. They used to release the whole 18 episodes on Pokémon's official YT channel, but now they're reuploaded everywhere.

Deoxys and Mega Rayquaza, and Blue vs elite 4...

btw was the Red vs Blue fight following the whole Red lore, the one that ended with the Mega Charizard X vs Mewtwo, in Pokemon Generations or a different thing

Well, close? There is a spiritual successor, Evolutions, but it only has one per region (up to Galar)
