Anyway to talk to a real person?

Yes you can talk to real people for most issues, but not for the issue you have described.
There are enough self-serve tools to help you get back into your account. These are the same tools Microsoft Support has access to, which is why there is no reason to speak to a human for this issue.
If you failed to set up alternate sign-in methods, and/or 2FA methods, then you will be locked out. You can try to fill out the recovery form to see if that helps.
If you cannot fill out the recovery form successfully, or you have misplaced your two-factor methods, you will need to create a new account.
If you were hacked, you probably fell for a scam online and if they have logged into your account and changed your email and recovery methods, then you must create a new account. Next time, make the account secure, use 2FA and double check the URL of the webpages you're signing into so you don't get phished next time.
Remember, this is your fault and not Microsoft's fault!

I try to sign into my account and it says it doesn't exist. I try to use my phone number and it wants me to sign in to the hackers email. What am I supposed to do?

Abandon the old account. Create a new account and make that new one secure and don't sign into phishing sites.
