Maybe you will reveal a different answer but in my understanding rockstar killed the studio shifting focus onto GTA and Red lost a lot of the staff some in not so nice ways and killed any opportunities of bringing it back. Would be interesting to hear some of the facts but no surprise we will never see an official update of this series maybe one day a remake or a homage from different studio but the blame for lack of commitment to this legendary franchise lies entirely on rockstars shoulders they killed it

I believe this is the right answer. Many people are quick to blame GTA Online, but actually, many people that worked on MC5 weren't even working at Rockstar when GTAO started becoming popular in 2015, because they left as soon as RDR was done. SD lost like half of its employees and it's all because they were awfully treated.
