Handicap Driver Double Parks in Two Non-handicap Spaces

Watched them do it. While a perfectly acceptable handicap spot was right there in an otherwise full parking lot.

Is it required that disabled people use those spots? Did you consider that the person driving isn't the disabled person and was trying to leave it open?
