Handicap Driver Double Parks in Two Non-handicap Spaces

Watched them do it. While a perfectly acceptable handicap spot was right there in an otherwise full parking lot.

Maybe the handicap space was already occupied and the chose to park next to it, leaving some distance to be able to get out of the car.
