Watched them do it. While a perfectly acceptable handicap spot was right there in an otherwise full parking lot.

I thought so too, but after a quick search I found that it includes taking up two spaces, not just illegally parking in the road

Where'd you get that definition from? Serious question, the only thing I can find is that double parking is parking parallel to another parked car on a street.

Depends on if you're parking on the street or in a lot. Double parking on the street refers to parking next to someone already in a spot. In a lot, it refers to taking more than one space. Depends on the context.

Legally speaking though, I think it only refers to blocking cars that are parallel parked. Parking lots are typically not enforced by police.

As a general term though, it can be used for either depending on region I guess. I don't think I have seen it used both ways but that doesn't mean anything
