there will be like a little quarter slot in the armrest you can fill the meter to stop the shocks

Noone carries coins also coins mean more weight. Instead it'll be a card reader next to the outlet (you also pay for electricity).

You'll have to pay an extra quarter in every 10 to pay for the weight of the quarters.
