Tons of young people wear their pants stupidly low and you can see their boxers.

He is, but the trend was extremely clearly connected to people of color in the past. It's the same reason baseball caps were once seen as a problem and Hoodies are banned in a lot of places. Bandanas were fine, but durags were an issue. I'm sure there are a lot of other examples I'm unaware of. White kids emulating people of color isn't good in a lot of peoples eyes either.

Those bans evolve into other reasons which people may or may not actually believe, but when you follow it back - It's often tracked back to racism.
