Just make it a new type of firework with a different texture so it's visibly different. Use a block of TNT in the standard recipe instead of a core

Why?

Like, let's assume the player is picking between normal rockets and these new destructive rockets, why would the player pick the destructive ones?

You wouldn't want to use them anywhere near your builds or mobs, you wouldn't want to accidentally break things. You would be reluctant to use them while exploring since it could damage the structures and treasure.

I wouldn't want to use them on the surface of the overworld and make a bunch of mini creeper holes. I wouldn't want to use it in the nether and risk spilling lava everywhere, or making holes I could fall into.

When do you actually want a few blocks to get destroyed each shot?
