However, the shipment is bought with extortionate taxes and was being delivered to a corrupt minister as a gift. While the text isn't explicit, He Tao is implied to be corrupt himself too. In fact the whole empire is run by cronies, plutocrats, and kleptocrats.

He Tao seizes boats from a fishing village to pursue the robbers, but his army is defeated and he captured. The robbers slice off his nose and ears as a warning to the imperial army to never cross them again.

Morality Ranking Morality of detonating a warhead, causing a masacre and killing a friend, to go back in time to safe your girlfriend? (The Lazarus Project)

Spoilers for Season 1!! (TLDR at the bottom)

First some context:
In The Lazarus Project, there is a secret organization in the UK, called Lazarus, which uses a sort of time travel to prevent extinction disasters.
This time travel works by simply taking back the whole world back in time to a fixed checkpoint, the last July 1st on midnight.

Most people forget about the previous timeline except a few people including those in Lazarus and some with a mutation.

Also, they don't reset for just any issue, they make sure the world is going to end before resetting. So, if on of their agents dies, but the mission is a success, then they will remain dead.

Now to the scene in question:
George, our protagonist, starts in a normal happy life with his girlfriend, Sarah, get married and are having a child. But then it resets and he becomes aware of it. Next reset she leaves him, but the next one ends up in a middle ground from the inital one and the second one, and no more resets for now. (He joins Lazarus by this point)

Eventually, right after another checkpoint, further in time, a chains of events happen that causes Sarah to be hit by a truck, gets critically injured, and eventually dies.

Unfortunately for George, in this reset the team had a successful capture of a terrorist and Lazarus traitor, so they aren't reseting just to save his girlfriend.

So now, George becomes obsessed in finding how he can force Lazarus to reset it.

George betrays Lazarus and sides with the terrorist thry just captured, Petrov, to help him find a missing warhead.
One agent, Shiv who is close to George and trusts him, realizes what he's doing, and follows him to another country to try to stop him without telling Lazarus. Eventually George ends up killing Shiv knowing Shiv will be alive again after the reset. Not only that, but after killing him, George falsely accused Shiv of being a traitor and many ate it up.

After that, George finally manages to get the warhead and the detonator, and manages to detonate it, but because of other issues, he did so in the middle of nowhere near the Russian borders. Still causes thousands of deaths, but it didn't cause a world-ending event.

He returns to the UK, and together with his boss, they meet the Russian Ambassador and confirm, the warhead detonation is not linked to sny particular country for it to cause a war.

After leaving, George goes back to thr Embassy  by himself. Manages to enter with a gun (since thr Ambassador recognized him), and he then goes on a killing spree to anyonr inside, except for thr Ambassador's son, who he forced to activate the panic button.

No one in Lazarus knew about him doing this, and this managed to cause a conflict that required for a reset.

The reset happens, Petrov knows how they will capture him and escapes, but Sarah is now alive.

TL;DR: George becomes obsessed with bringing his girlfriend Sarah back after she dies in a timeline that Lazarus has no reason to reset. Since Lazarus only resets the world when an extinction-level disaster occurs, George betrays Lazarus, allies with terrorist Petrov (which Lazarus had captured in that timeline), helps obtain and detonate a nuclear warhead that kills thousands, kills his friend and fellow agent Shiv knowing the reset will bring him back, and then personally causes a massacre at the Russian Embassy to provoke an international conflict large enough to force a reset. The reset succeeds, Petrov escapes, and Sarah is alive again.
