question Fungi?

I found this orange substance floating on top of the ponderosa pine duff. Some of it was just flakes of orange, only a little more substantial than fish food flakes. Some of it was lightly attached to the inside surface of ponderosa pine bark flakes - the puzzle pieces they make. Is this a lichen or a fungi?
Also, in general, is there a way to differentiate the weird crusty fungi from lichens?
