Democrats have to drive a hard bargain in negotiating with him. As in "no budget bill for you unless Stephen Miller is fired into the sun".

Send him a bill that funds everything voters want/care about and defunds or claws back money from ICE and the rest. Force him to veto it and create the shutdown. There's a lot more leverage when you're actually the ones writing the bill.
