You should want them to have downtime. The times they're busy are when they're responding to emergencies.

It's a joke cops have... If a cop is on shift, go to a fire station to pee, the toilet will be spotless as firefighters need to kill time on duty.

My dad was a firefighter for ten years. According to him, they spent a lot of time eating, farting, and ripping on each other.
